Billy T. Cattan Recovery Outreach, Inc. (BTCRO) is a faith based alcohol and chemical dependency treatment facility operating under the Texas Department of State Health Services (DSHS). BTCRO provides outpatient intervention and treatment programs for the adult population. The programs are designed to lead all people with alcohol and chemical dependency addictions to find physical sobriety and spiritual wholeness through Christ-centered recovery.
BTCRO is located at 4011 Halsey in Victoria, Texas. BTCRO has an Executive Director and 3 full time certified counselors as well as an Administrative Assistant. BTCRO currently provides outpatient counseling services to over one hundred clients per month done in individual and group sessions. BTCRO provides outpatient recovery counseling for individuals waiting to enter residential treatment, individuals returning from residential treatment needing aftercare, and individuals who are able to maintain sobriety in an outpatient modality. BTCRO utilizes the 12-Step programs of AA, NA, and Alanon. Eligible clients are also offered additional education programs such as Group Progress and Living in Balance.
BTCRO believes that people with addictions and their families matter to God and to us. BTCRO believes addiction is a destructive behavior that requires a physical, mental, and spiritual solution. BTCRO believes that recovery can happen based on Christ-centered principles and practices in an environment of accountability and honesty. BTCRO believes that all people can find completeness in God.

BTCRO was founded in November, 1999 by a group of caring physicians, pastors, and local community leaders to provide free of charge, faith based assistance for recovering alcoholics, drug addicts, and their families. BTCRO attained non-profit 501(c) 3 status in January, 2001 and was recognized as a faith based organization by the Texas Commission on Alcohol and Drug Abuse (TCADA) in March, 2001.
Our Ministry is named in loving memory of Billy T. Cattan, who knew first-hand about the disease of chemical addiction. Billy willingly entered a Phoenix, Arizona treatment facility in July 1989 to overcome this disease and the power it had over his Life.
After treatment, Billy leaned heavily on the Lord to Keep him from slipping back into addiction. He also relied strongly on an accountability group comprised of other individuals in recovery. Billy loved God and he loved people. His Life reflected that Love. He gave generously of his time and talents to help others who struggled with addiction.
Our first meeting was held November 14, 1999. Since then, we have established a statement of purpose, a mission statement, and core values; we have adopted bylaws, elected a board of directors, and received authorization as a501(c)3 corporation.
On February 15, 2002 our organization began providing intensive outpatient counseling to individuals from Victoria and nearby counties.
