In 1999, a group of dedicated citizens, ministers, and medical professionals came together with a shared concern: the lack of substance abuse programs in our rural community. Inspired by the legacy of Billy Ty Cattan, a local businessman who dedicated his life to helping others after his own recovery, our organization was born. Today, we stand as a testament to his passion and our collective commitment to change.

Our History

Billy T. Cattan lived with passion, generosity, and a deep love for others. After struggling with substance use disorder for many years, Billy sought treatment in 1987 and began a remarkable journey of recovery. He dedicated the rest of his life to helping others find hope and healing, maintaining more than twelve years of sobriety until his passing from cancer in 1999.

When the organization was founded, naming it in Billy’s honor was the obvious choice. His story of faith, recovery, and service embodied the mission of helping individuals and families overcome addiction and build brighter futures. Today, his legacy lives on through the lives transformed by the Billy T. Cattan Recovery Outreach.
