Perpetual Help Home joined forces with Billy T. Cattan Recovery Outreach. Now, we can help you in more ways than ever before.
Before, you had to go to different places for different kinds of help. Treatment here. Housing there. Support somewhere else.
Not anymore.
Now, we offer everything you need under one roof. Professional counseling. Safe housing. Job training. Medical care. All working together to help you succeed.
Outpatient treatment. Road to Hope Ranch. Perpetual Help Home. Treatment, housing, and hope. Now united as one mission.

We give you a safe place to live. We teach you skills you need for a job. We surround you with people who care about your success.
Our approach is simple: meet you where you are. Then walk with you, step by step, toward where you want to be.
Safe Housing You Can Count On
More than just a roof over your head
You and your children get your own bedroom in our home. Three meals a day. A warm bed. A locked door that keeps danger out.
But that’s just the beginning.
Our home has 17 bedrooms. That means you live with other women who understand what you’re going through. Women who cheer for you. Women who become like family.
You can stay as long as you need to get on your feet. Some women stay a few months. Others stay longer. We don’t rush you out the door.
The goal is simple: when you leave, you’re ready to stay independent.
Life Skills and Job Training
Learn how to stand on your own two feet
You might not know how to write a resume. That’s okay. We’ll teach you.
You might have never opened a bank account. That’s okay too. We’ll show you how.
Our program teaches you everything you need to live on your own:
- How to find a job and keep it
- How to manage your money
- How to be a good parent
- How to solve problems without giving up
- How to ask for help when you need it
We start small. At first, we help you with almost everything. Then, little by little, you do more on your own. By the time you leave, you’re running your own life.

Here’s what we’ve learned in 30 years: women who connect with a church do better. They have people to call when times get hard. They have a place to go every week where people know their name.
Faith is part of our program. We help you find a local church where you feel welcome. Where you can make friends. Where people will support you long after you leave our home.

Yuvonda's Story
“Recovery means having opportunity I didn’t have before. Having opportunity means being able to be a great wife, mother, and member of my community.”
Yuvonda came to us with nowhere else to turn. Today, she’s thriving. She has a job. A home. A future.
Growing up, my childhood was rough. My mom was in her addiction, and I always said that when I got older, I would never be that way. But eventually, I did just that. I started using drugs just to have fun. I was holding down a job, taking care of my oldest daughter, and trying to settle down. I got married and found out I was pregnant with my second child. She was born in May of 2017, and then Hurricane Harvey hit that August. Living in Rockport, Harvey took our home—we lost everything. My husband was focused on other things and not his family, so he eventually left us to bounce from place to place. Struggling to take care of my daughters, the pain kept piling up, and my addiction grew. Not wanting my daughters to go through what I did as a child, I asked my sister to take them in. It was the right choice, but the pain of not having them by my side was unlike anything I had ever felt.
After four years on the streets, I knew I needed to get my life together for my daughters. I was scared and knew I needed help. On February 7, 2022, I moved into Perpetual Help Home, and everything began to change. I finally received the help I desperately needed from Ms. Leesa and Mrs. Stella. They selected me for the receptionist program, where I relearned how to interact with people and rebuilt my self-confidence. Regaining my power gave me the strength to stay sober for nine months. Today, both of my wonderful daughters are back home with me. My relationship with God is stronger than ever.
And now, because of Perpetual Help Home, my world has truly come full circle. I am honored to serve as the Resident Services Coordinator, the place that once helped rebuild my life. I now get to do intakes and admissions, help our residents navigate community resources, and make sure their daily needs are met at the home. Every day, I have the privilege of walking alongside women who are where I once was—reminding them that hope is real, change is possible, and their future is worth fighting for.
Because of Perpetual, my world is finally coming together, and there are no words to express my gratitude.
Three Decades of Serving Women and Children
In 1995, a small group of people saw a problem. Women were being released from prison with nowhere to go. Without support, they often ended up right back in jail.
That had to change.
So these concerned citizens opened a small home. A place where women could heal. Where they could learn. Where they could become who they were meant to be.
Here’s how we grew:

Perpetual Help Home began with a simple mission: give women a second chance.

We opened our first residential home. Small, but full of hope.

1998
We moved to a bigger facility. Now mothers could bring their children. Families could stay together.

A generous donor gave us property in Yoakum. Our reach expanded.

2002
We renovated a larger facility. We purchased the home at 705 E. Santa Rosa in Victoria. 17 bedrooms. Room for more women. More children. More second chances.
